Township of Galloway Seeks Proposals for Municipal Professionals for 2015

Galloway Township is seeking Request for Proposals / Qualifications for Municipal Professionals for 2015. Proposals must be submitted to Acting Township Clerk Kelli Danieli no later than Wednesday, December 17, 2014 at 11:00AM prevailing time, according to the RFP Packet.

A CD shall be submitted in a sealed envelope and must be marked with the "Name of Position" being sought. Fax proposals will NOT be accepted, according to the RFP Packet.

Township Schedules Special Meeting to Discuss Tax Reassessments; Meeting Scheduled at Middle School

The Township has finally scheduled the long awaited meeting in order to discuss the recent tax issues and reassessments. 

At a previous Council Meeting, Mayor Don Purdy addressed the crowd which consisted of over 200 residents in hopes of explaining the recent tax increase and reassessment of property values. 

During that meeting, Mayor Purdy indicated a Special Meeting would be scheduled and Vital Communications, which is the company that performed the recent reassessment valuation, would be present to answer questions and assist residents.

Galloway Residents Plan Protest on Latest Tax Increase That Has Left Several Stunned

Galloway residents who just received their tax bill and further disapprove of the tax increase that has left many paying thousands of dollars more a year, have planned a protest. 

The "Concerned Citizens of Galloway Township" are requesting residents to attend the next Council Meeting at the Municipal Complex scheduled on Tuesday, August 19th at 6:30 p.m. to voice their disapproval. 

The group has stated in their flyer that the "politicians pay more attention to taxpayers coming to meetings than they do to petitions". The group is requesting local taxpayers to attend the meeting and voice their disapproval and show that they are tired of taxation without representation and the Townships budget cuts.

Area Religious Leaders Ask Galloway Council to Reconsider Opening Meetings with Prayer

On May 21, 2014 Galloway Township received a letter from Tom Douglass, Pastor of Highland Community Church. In the letter Douglass requested the Township reconsider a previous policy which allowed area Religious Leaders to offer Invocation at the opening of a Council Meeting. 

Douglass has been an advocate in trying to restore a policy the Township adopted in 2010 and later rescinded in 2013. 

In the 2010 Prayer Policy that was sponsored by former Mayor Keith Hartman and adopted by Council, the policy allowed for a specific rotation of local clergy to give an invocation during each council meeting. That policy has since been rescinded and replaced with a policy that allows the Invocation to be said only by Members of Council.

Even Though Galloway Says "All Clear", Auditor Offers Recommendations Regarding Township & Department Operations

Every year each municipality in the State of New Jersey is required to conduct an annual audit. The purpose of the audit is to investigate and review the Municipal Finances and Municipal Operations. 

Based upon the review the auditing agency prepares several reports, including an Annual Audit Report and what is commonly known as the "Management Report".

Based upon the audit documentation released by the Township, the review of the Township's operations did not reveal significant findings that normally would be reported in an annual audit. If the findings are reported in the Annual Audit, the Township would be required to prepare a document known as the "Correction Action Plan". That plan then is adopted by the Governing Body and filed with the State of New Jersey. By doing so, the State recognizes that municipality has operational issues to clear up.

Chuck Mackintosh to be Honored by Galloway Council for his 50-years in Fire Service

Galloway Township Mayor and Council is set to honor Chuck Mackintosh for his 50-years of dedicated Fire Service during tonights Council Meeting.

Mackintosh is the Chief of Bayview Volunteer Fire Company # 4 in Galloway Township. Mackintosh has been the Chief for the past few years and has served as Chief for a total of 9 years. 

Mackintosh was also a paid member with the Teaneck Fire Department for 43 years and even was part of the search and recovery team during 9/11.  

Mackintosh was already honored at the Atlantic County Fire Association meeting and further was awarded a 50 year pin and plaque from Representative Congressman Frank LoBiondo.

State Says No to Parkway Interchange on Route 30 in Galloway, Offers Alternatives; Mayor Purdy Speaks Out

Have you ever heard of the expression, "if you build it, they will come?" or "what came first, the chicken or the egg?" Same could fundamentally hold true here as a result of a recent Feasibility Study conducted by the New Jersey Turnpike Authority regarding improvements to the Garden State Parkway Interchange Exit 40. 

The partial interchange is located on the White Horse Pike, approximately one-mile south of the Atlantic City Service Area in Galloway Township.

In a letter dated April 17, 2014, sent to Galloway Township Mayor Don Purdy and Members of Galloway Council from Senator Christopher Connors, the study as released states, "The New Jersey Turnpike Authority has completed a study to evaluate the need for, and feasibility of completing all missing movements at Interchange 40 on the Garden State Parkway in Galloway Township, New Jersey. Based on the results of the traffic projections and impact analysis performed for each of the alternatives studied, construction of the new ramps to the missing movements at Interchange 40 is not considered critical."

Galloway to Regulate Charitable Clothing Bins; Permit and Fee Required

On March 25, 2014, Galloway Township Council unanimously voted to introduce a new Ordinance that would require owners and operators of clothing bins placed around the town, to obtain a permit. 

Under a New Jersey State Law, Municipalities are permitted to regulate the placement of clothing bins. Such regulation is appropriate in order to protect the public interest. 

The ordinance as introduced will require any clothing donation bin that is owned or sponsored by a charitable organization to obtain a permit, valid for a twelve-month period, from the Township's Zoning Officer. The cost of the yearly permit would be $25.00.

Updated x1: Galloway Township seeks BIDS for Fleet Repair and Maintenance Services

UPDATED: On March 19th Galloway Township accepted bids for Fleet Maintenance Services from four (4) different companies. According to the Bid Sheet released by the Township (see below) Galloway Auto & Tire, Regional Tire Service, Cleggs Garage, and Mikes Truck Center. 

Of those Bids, between percentage and rate of labor, Galloway Auto & Tire as well as Regional Tire Service appears to comparable low rates for the Township.

Galloway Hires Susan Jacobucci as Township Manager with $120,000 Starting Salary

On February 11, 2014, Galloway Township Council appointed a new Township Manager. Susan Jacobucci, who previously served as Director of Finance / Chief Financial Officer in the City of Newark, joins Galloway Township as Township Manager starting Monday, February 24, 2014. 

Jacobucci succeeds previous Township Manager Arch Liston, who was hired by Atlantic City to serve as their City Administrator after Mayor Don Guardian took office in January 2014. 


According to Mayor Don Purdy, Jacobucci was hired out of a field of twenty (20) candidates. Jacobucci was one of the four candidates who were selected to interview for the vacant position. 
Purdy stated, "three of the candidates who interviewed were women, and that I have never interviewed so many attorneys for a job before. We picked the best fit for Galloway Township"

Galloway Township Temporarily Retains Arch Liston as Acting Township Manager

Galloway Township Council unanimously voted to retain current Township Manager Arch Liston as now their Acting Township Manager.  

Liston stated to Council that his resignation as Township Manager was effective as of January 28, 2014. As of January 20, 2014, Liston has been working for the City of Atlantic City as their City Administrator. 

Liston will now serve as Acting Township Manager in Galloway for a period not to exceed sixty (60) days. Mayor Don Purdy stated that Liston will also serve as the "Appropriate Authority" and will be paid $150.00 per week as compensation.

Galloway Township Now Seeks Resumes for the Township Manager Position

On January 9, 2014, Galloway Township advertised for a new Township Manager on the New Jersey League of Municipalities website. 

Township Manager Arch Liston joined Galloway in February 2012 after former manager Stephen Bonanni retired. Liston now heads to Atlantic City as their City Administrator. Liston's departure leaves Galloway Township to search for their fourth Manager since 2010. 


Galloway Officials confirmed in December 2013 that they were shocked to learn of Liston's decision to leave Galloway Township. Officials learned through the Media of Liston's nomination by Atlantic City Mayor Don Guardian to become City Administrator for Atlantic City.

UPDATED: Who will be Galloway's next Mayor & Deputy Mayor?

UPDATED: Don Purdy has been re-elected as Mayor with a 4-2 vote. Gargione and Maldonado cast the dissenting votes. Tony Coppola was unanimously re-elected as Deputy Mayor. 

Who would you pick as Galloway's next Mayor or Deputy Mayor?  Purdy, Coppola, Tyrrell, Gargione, Maldonado, Meadows or Gorman?

Galloway Township Council is scheduled to have their annual re-organization meeting tonight (Jan 2nd) at 6:30 p.m. located at the Municipal Complex.  Council-elect Frank Gargione, Robert Maldonado, Timothy Meadows and incumbent-elect Don Purdy will all be sworn in to start their four year (4) term on Galloway Council.

After Initial Denial of Access to Public Opening of Proposals the 2014 List of Professional Proposals are Released

Galloway Township Council will begin the New Year selecting the Township's Professional staff. On Wednesday, December 18, 2013 Galloway Township Clerk accepted Request for Proposals for Professional Service for 2014. 

The public opening, as advertised was for 11:30 a.m. on December 18th. When Galloway Township News appeared for the public opening right before 11:30 a.m., we were initially denied access to the public opening by Township Manager Arch Liston.

Galloway Officials Shocked to Learn Through Media They May Lose Their Township Manager

Galloway Township Council may have to search for a new Township Manager if Arch Liston is confirmed by Atlantic City Council to be the next City Administrator for the City of Atlantic City. A nomination that took several Galloway Township Officials by surprise. Galloway Township has had four (4) Township Managers in the past three (3) years. 

Liston replaced former Township Manager Stephen Bonanni who currently has a lawsuit pending in Federal Court against Galloway Township and Mayor Don Purdy. 

Galloway Township Officials have confirmed that they were not aware of Township Manager Arch Liston's decision to leave Galloway Township. Township Manager Arch Liston has been nominated by Atlantic City Mayor-elect Don Guardian to be the next City Administrator for the City of Atlantic City, according to the Press of Atlantic City.

Galloway Council Absentee and Provisional Ballots Counted; Republicans Remain on Top with Election Certified

Atlantic County Board of Elections has completed the official count and certified the Election Results for Galloway Township. On November 21, 2013, Township Clerk Thalia (TC) Kay released the certified numbers for Galloway Township Council.

The OneGalloway Republican Council candidates sweep the Elections for Galloway Township by winning all four open Council seats. After the Provisionals and Absentee ballots counted, the Republicans remained on top of the list.

$3.7 Million in Bonds & Notes in Tax Appeal Refunds Highlight Council Agenda for Monday Night

The Township Council meeting originally scheduled for Tuesday, November 26, 2013 has been changed and will now be held on Monday, November 18, 2013, according to the Township's Website.
At this meeting, Galloway Township Council is scheduled to vote on an Ordinance to Authorize the issuance of up to $2,145,000 aggregate principal amount of refunding bonds or notes associated with tax credits granted to taxpayers for overpayments in previous quarters in 2013.

Galloway Township Council Establishes Salary and Compensation Rates for Employees

Galloway Township Council introduced an Ordinance at the November 12, 2013 Council Meeting that establishes the Salary and Compensation Rates for all employees of the Township.

The Ordinance provides a range of salary and/or hourly rate per position in the Township including Mayor and Council.  Contractual and non-contractual employees are included in this one Ordinance. 


In previous years, the Township would adopt an Ordinance to reflect current rate increases and contractual agreements per Union or agreement with non-union employees.

Appointment of 'Hearing Officer', Stockton PILOT Agreement and a Landlord Responsibility Ordinance Top This Weeks Council Agenda

Galloway Township Council has a full agenda set for the Tuesday, November 12, 2013 Council Meeting starting at 6:30 p.m. Beginning with a Ordinance entitled Landlord Responsibility is set for a Public Hearing and final vote for adoption. 

The Ordinance was initiated after resident, Dan Carew voiced his concern at a recent Council Meeting.

Galloway Police previously broke up a large college party on Leeds Point Road in September 2013 and issued several summons for a Noise Ordinance violation. Police discovered over 200 people at that party. The new Ordinance is to hold Landlords responsible after three Quality of Life violations have been issued to the same property in a eighteen (18) month period.
