COMMUNITY SERVICES Summer Camp Lifeguard for Galloway Township summer camp, 35 hours weekly. Must be Red Cross certified in Lifesaving, CPR and First Aid. All applicants are required to complete the fingerprinted Youth Protection Program provided by the Township. Applications are being accepted through Friday, April 10, 2015. Position is available 6/22/15 – 8/21/15 at the rate of $9.50 - $10.50 per hour, depending on experience. Applications are available in the Galloway Township Clerk’s Office, 300 E. Galloway Police to Hire Two School Resource Officers for Galloway Schools

The Galloway Township Police Department is in the process of finalizing a shared service with our Public Schools.  We are looking to hire two (2) Class II Officers to be assigned at the Middle and Elementary Schools.  The hours, exact assignments, etc are to be determined and for security purposes probably will not be released.  The school(s) will be funding the positions in full.

“The School Resource Officer Program” (SRO) has always been a very valuable program. I was sorry to see the program leave the Township during financial struggles which affected the budget but the officers had to be re-deployed to maintain safety within the Township.

The Chelsea Hotel to Host Job Fair on Wednesday, July 2nd

The Chelsea Hotel in Atlantic City is hosting an on-site job fair tomorrow, July 2, 2014 beginning at 10:00 a.m. and concluding at 2:00 p.m.

The hotel is searching for a wide range of positions including, valet/bell attendants, security officers (on-call), front desk agents, housekeeping room inspectors, mini-bar attendants, HVAC technicians, food and beverage servers, and day life and night life hosts/hostesses. Only qualified candidates will be considered.

New Jersey State Police Announces Dates for Application Process on New Hires

Township Hires Accountant Earning $14,000 Higher Than Starting Salary for that Position

Galloway Township has hired a new Accountant after possibly leaving the position vacant since March 2012. 

According to payroll records the position was previously held by long term employee Kristen Manning from February 2005 till March 2012. On December 10, 2013 the Township hired Nelie R. Yee with a salary of $49,000. 

Yee was hired making $14,000 more than the starting salary for that position. According to Yee's resume and application obtained by an Open Public Records Request, Yee previously worked for Swartz & Co., LLC in Mays Landing as a Staff Accountant for over seven (7) years. Yee was hired by Galloway with a salary that is also $2,000 more than former employee Manning.

Galloway Township Now Seeks Resumes for the Township Manager Position

On January 9, 2014, Galloway Township advertised for a new Township Manager on the New Jersey League of Municipalities website. 

Township Manager Arch Liston joined Galloway in February 2012 after former manager Stephen Bonanni retired. Liston now heads to Atlantic City as their City Administrator. Liston's departure leaves Galloway Township to search for their fourth Manager since 2010. 


Galloway Officials confirmed in December 2013 that they were shocked to learn of Liston's decision to leave Galloway Township. Officials learned through the Media of Liston's nomination by Atlantic City Mayor Don Guardian to become City Administrator for Atlantic City.

UPDATED: Township Hires Class II Police Officers in Latest Round of Employee Hirings, Raises and Dismissals Released

Updated: September 4, 2014. 
Class II Officers Henchy III and Mehlar, according to the original paperwork released by the Township were hired at $14.00 per hour, as stated in the original employment advertisement. 

However, additional Personnel Action forms were released on Henchy III and Mehlar showed an increase to $20.00 per hour. We raised the issue of the discrepancy with Chief of Police Patrick Moran. In response to our request for clarification, Moran stated, "The advertisement was correct.  However, because of their experience, the Officers were hired at a different rate reflective of such.  The original personnel action forms were incorrect and I missed the mistake."

The Township also hired part-time SLEO / Class II Police Officers for the Police Department. Each of the Class II Officers are set to earn $14.00 per hour. 

Crossing Guards were also hired for the upcoming 2013 - 2014 School Year.

The Township also dismissed one Mechanic for unsatisfactory probation period.

Former Galloway Republican League Treasurer Christian R. Johansen Hired as New Township Controller

Galloway Township hired a new Controller on July 8, 2013 with a yearly salary of $79,000. Christian R. Johansen, who is the former Chief Financial Officer for the City of Brigantine is now the Township's newest employee. Johansen also previously served as the treasurer for Republican Councilman Tom Bassford in his re-election campaign from 2009 - 2011. 


According to Johansen's personnel action form, he is replacing the former controller who earned a salary of $82,000. Johansen will make $3,000 less. The former controller Al Stanley was also the Tax Collector. Galloway has been utilizing Egg Harbor Township's Tax Collector Sharon Riley to fill the void of that position since Stanley resigned in 2012. Riley still is working part-time for Galloway Township as the Tax Collector. 

Johansen was employed with the City of Brigantine from 2004 to 2013, resigning on June 21, 2013. Johansen resigned from Brigantine while earning a yearly salary of $79,850. Johansen is not only Certified to be a CFO but he is also a Certified Public Accountant. Galloway Township's Current CFO Marilyn Dolcy also possess both CFO and CPA Licenses. 

On July 10, 2012, according to Township Council Meeting Minutes, Councilman Jim McElwee, who was not on Council at the time, ask the Township Manager to save money by looking at other options before hiring a replacement Tax Collector at such a high salary. Liston replied as recorded in the minutes, "One person that we have is deputy and does not want to assume the position and the other person is a the CFO. In light of the budget we could save, not the entire salary but some portion of it possibly."


According to the Job Description for Controller, it is a requirement for the Controller that they must pursue the Tax Collector Certification from the State of New Jersey. Johansen's salary without the certification is already comparable to Stanley's old salary as he served as Tax Collector and Controller in a duel capacity.

The Township's previous union contract, IBEW Local 210 Supervisors Unit, of which this position was part of, the Category starting salary is listed as $60,000 for Tax Collector / Comptroller. Johansen is coming in $19,000 above the starting salary without the Tax Collector certification. The Township has switched to a new union under Government Workers Union. 

Johansen was also a member of the Galloway Township Republican League, and according to former GTRL members, Johansen also served as the Club's Treasurer. According to New Jersey Election Law Enforcement Commission, Johansen also served as Treasurer for the Re-Election Campaign of Councilman Thomas Bassford in 2009 - 2011. Bassford was re-elected along side Dennis Kleiner, Mayor Don Purdy and Whitney Ullman.

Johansen was a personnel hiring by Township Manager Arch Liston and not an appointed hiring by the Governing Body. If Johansen obtains the certification as a Tax collector and Council wishes to appoint Johansen, pursuant to NJ State Law, a vote by the Governing Body must be made.

The Press Release confirms the exclusive investigative report issued by GallowayTwpNews.com that a Private Detective/Investigator was hired by the Township to conduct an investigation. Significant follow-up questions were presented to Liston in reference to this Press Release. A full release of the story and the release of the Press Release is pending based on the outcome of Liston's response to our inquiry. 

UPDATED x2 (May 31, 2013): GallowayTwpNews.com was contacted today by Chief of Police Patrick Moran. That Official was also not aware of the hiring of a Licensed Private Detective (PI) as a Township Employee. This is the second Official to deny any knowledge of this hiring.

The Official was concerned as to the release of this story and any repercussions the release of this story may have on the integrity of the investigation being conducted by this PI. We have provided this official with additional information in reference to the investigation as it was provided to us. This Official requested we contact Township Manager Arch Liston, of which we did and our calls have not been returned. GallowayTwpNews.com was contacted by multiple individuals after we published a story on several Township Employees receiving Promotions and Raises.

Jim Brennenstuhl was hired by Township Manager Arch Liston and started his paid position as an "employee" on February 19, 2013 as Part-Time "Special Assistant" to the Township Manager.  One of the individuals who came forward under the grounds of anonymity, provided compelling information that we felt needed to be investigated. 

GallowayTwpNews.com filed several Open Public Records Request in attempt to confirm certain allegations brought forward by this individual. We were able to confirm a majority of the accusations and will be providing a full report on Brennenstuhl's employment with the Township of Galloway. 

Some employees and a council member claim they were not aware Brennenstuhl, who is a New Jersey Licensed Private Detective with his own local company was hired by the Township and conducting investigations from within as an employee.

FULL STORY: Galloway Employees Receive Promotions and Raises in First Year of a Stabilized Budget Plus One Union Files a Grievance

GallowayTwpNews.com has obtained through Open Public Records Requests, Personnel Action forms on various employees from January 2013 to May 2013. 

The personnel action forms contain Raises, Promotions, New Hires, Resignations, Retirements and Transfers. Over the past three (3) years the Township has faced a budgetary downfall that has resulted in Layoffs, Retirements and forced Furloughs. 

The Township during their Budget Presentation this year praised Township Manager Arch Liston for presenting a balanced budget with no gimmicks. The gimmicks previously used as described by multiple council members, was the utilization of deferred school tax to supplement the budget. The Township didn't even have that gimmick option available to them this year, therefore in our opinion, the Township had no choice but to present a gimmick free balanced budget. There was no longer a can available to be kicked down the road.

With that newly balanced budget, the Township has now started to spend money on certain employment positions and employees by offering raises and in some cases incentives. We have highlighted some of those below.

January 2013 to March 18, 2013

  • New Hire: Matthew Ayers, Deputy Director of Public Works - Started on May 11, 2013 with a salary of $67,500. Ayers will also receive an additional $1,800 per year for the added position of "Safety Officer". Ayers, who was an employee with the Township previously, then left, and is now back with the Township at a starting Vacation Time at the rate of employee who has already served 10 years. 
  • Jim Brennenstuhl, Part Time Special Assistant to the Township Manager - Started on February 19, 2013 at a rate of $25.00 per hour. No other information or explanation of Personnel Action was provided on the form. 
  • Louis Miranda III, Mechanic - Started February 11, 2013 at a Part Time rate of $10.00 per hour.
  • Matthew Cassel, Mechanic - Started January 2, 2013 at a Part Time rate of $10.00 per hour.
  • Kenneth Keefrider, Mechanic - Started Janaury 2, 2013 at a Part Time rate of $23.00 per hour.
March 19, 2013 to May 1, 2013
  • Ray Guerra, Foreman Road Division - As of May 6, 2013 a salary increase to a new salary of $51,332.64. This increase puts Guerra's salary above his subordinate.
  • Gary Dooner Sr., Road Division, Acting Foreman - As of May 6, 2013, Dooner Sr., was promoted to Assistant Foreman with a new salary increased to $41,000.
  • Paul Gras III, Assistant Foreman - As of April 29, 2013, Gras III was promoted to Assistant Forman with a new salary increased to $41,000.
  • Kelli Danieli, Deputy Township Clerk - As of April 29, 2013, a salary increase of $1,000 for passing a Municipal Clerk's Class of Advanced Duties. This is the second salary increase Danieli has received in the past year.
Other personnel actions forms as released by the Township are provided below. Those forms of which some consist of retirements and promotions within the Police Department have been previously reported on.

The Police Department and the Public Works Department have been two of the biggest departments over the past year that have been hit significantly hard with an abundance of retirements and voluntarily layoffs. Now those departments this year are seeing an increase of Promotions and Raises to various employees. 

According to one employee, Local 676 Union which represents non-supervisory employees in the Public Works Department has been attempting to negotiate their already expired contract with Township Manager Arch Liston. The Union in an attempt to negotiate in good faith requested a 2% raise for those employees. Those employees have not received a raise for about three (3) years, stated the employee.  

According to the employee, Liston did not only refuse to agree to the 2% raise but he also refused to negotiate their expired contract until July 2013. That refusal, according to the employee, has now lead the Union Local 676 to file a grievance against the Township for failure to negotiate in good faith. 

GallowayTwpNews.com will continue to report on the outcome of this negotiation, as well the negotiations with other Unions within the Township who also have contracts that are set to expire. 

With the Township's continued concern of cutting costs and wasteful spending, GallowayTwpNews.com will continue to monitor the spending of the Township, including personnel changes within the Departments and the continued grievances filed against the Township.

Galloway Township posted an Employment Ad on the NJ League of Municipalities Website for an Accountant / Assistant to the Chief Financial Officer. The Township is seeking to fill the position As Soon As Possible (ASAP) according to the advertisement, however applications are accepted until June 20, 2013.
The Advertisement does not list if the position is Full-Time or Part-Time. Salary is commensurate with experience and exposure to Government Accounting Principles.

Galloway Township Police Department Advertises for Class II Police Officers

The Galloway Township Police Department is hiring for the position of Class II Police Officer.
Applicants must be a U.S. citizen, be at least 18 years old, have a High School Diploma or state certified G.E.D., read and write the English language proficiently, have no criminal record, be of sound moral character and possess a PTC certification for SLEO II. 
Recently retired Law Enforcement personnel with PTC certifications are also encouraged to apply. The Department will work with recently retired Officers in order to gain a PTC waiver for Class II certification.

Galloway Township Advertises for a Management Assistant to Work for the Township Manager

Galloway Township has posted an employment advertisement on the New Jersey League of Municipalities Website for the position of a Management Assistant. According to the advertisement the individual would work directly for the Township Manager in all confidential matters. Duties include oversight of healthcare, Workman's Compensation, risk management, JIF Commissioner and all levels of personnel management.
